Fiscal Policy Sparks Uncertainty Over Public Spending Control
Government maintains high spending as gross public debt rises relative to GDP
The federal government faces criticism over its fiscal policy management during the current term. The strategy of increasing spending during periods of economic growth has resulted in persistent inflation and a significant rise in the country's debt levels.
Gross public debt has climbed 11 percentage points relative to GDP over the last four years. The president is preparing a national address to discuss the issue, although aides rule out the presentation of concrete adjustment measures at this time.
Historically, the lack of consistency between rhetoric on fiscal balance and practical actions has generated market instability. One example occurred when the government sought to increase revenue while simultaneously cutting income taxes, which triggered a record outflow of dollars from the country.
On that occasion, capital flight exceeded 24 billion dollars in a single month. The Central Bank had to intervene with 32.5 billion dollars from its international reserves to curb the rise of the American currency, which surpassed the 6 reais mark.
The absence of a solid fiscal plan keeps the market on edge regarding the state's ability to manage its debt. Repeating generic promises without austerity measures may increase pressure on Brazilian assets in the coming months.
