The city of Menomonie, Wisconsin, has halted plans for a $1.6 billion artificial intelligence data center. The project, which would have spanned 320 acres, faced intense opposition due to a lack of clarity regarding the company responsible for the investment.
Consultants presented the development under the name Balloonist LLC, a shell company based in Delaware. The identity of the corporation behind the plan remained hidden under non-disclosure agreements signed by local officials. Only a small group of people knew the true source of the capital.
The plan called for a daily consumption of 75,000 gallons of water and would have had significant impacts on the regional power grid. Project representatives promised improvements to local infrastructure and the creation of up to 75 permanent jobs. Even with the promise of environmental compensation, the lack of transparency sparked distrust among city council members.
The case in Menomonie reflects a growing trend of resistance against the unchecked expansion of AI infrastructure in small towns. The use of shell companies and secrecy agreements has become a recurring strategy for tech giants to secure land and cheap energy. Similar tactics have also been reported recently in other Wisconsin locations such as Beaver Dam.
