The group plans to swap frozen bonds for the Russian oil firm's overseas refineries and fields.

A group led by American billionaire Todd Boehly is preparing a deal to acquire international assets from Russia's Lukoil. The plan involves swapping company bonds currently held by Western investors that are frozen. The transaction is expected to be finalized in the coming weeks.

The assets under negotiation include refineries and gas stations located in Europe and the Middle East. The portfolio also includes oil exploration fields in Africa. The portfolio was initially valued at 22 billion dollars before suffering devaluation due to operational shutdowns.

The consortium includes participation from investment firms in the United Arab Emirates and support from Qatari investors. The operation will proceed without direct cash outlays. The mechanism uses Lukoil bonds held by funds such as Capital Group to facilitate the transfer of assets.

This move tests the effectiveness of sanctions applied by the United States against the Russian company since October 2025. The sale process previously faced delays due to diplomatic pressures related to the conflict in Ukraine. The US Treasury is monitoring the development of the negotiations.

Closing the deal could shift control of strategic energy infrastructure across different continents. The success of the financial maneuver depends on the acceptance of terms by the holders of the frozen bonds. The market is watching how the structure will bypass restrictions imposed on Russian assets.
