The administration aims to pass the Public Security amendment and the 2027 Budget before year-end to preempt opposition resistance.

The federal government has intensified political efforts to pass four priority measures before the parliamentary recess. This strategy aims to secure key agenda items for President Luiz Inácio Lula da Silva before the Liberal Party (PL) takes control of the largest blocs in the House and Senate in 2027.

Among the highlighted proposals are the Public Security amendment and a provisional measure banning sports betting. The 2027 Budget and the Zero Fare amendment also top the list of urgent items for the Planalto Palace as the legislative year draws to a close.

The government is leveraging the current stance of Senate President Davi Alcolumbre, who has been prioritizing the executive branch's interests. The administration fears that a potential change in leadership in 2027, coupled with a stronger opposition, could hinder the progress of strategic projects.

The vote on the Public Security amendment faces internal disagreements regarding the lowering of the age of criminal responsibility. The government is working to ensure that this specific debate does not stall the main proposal before the deadline.

The rapid pace in Congress reflects concerns over the shifting balance of political power. Completing these votes is seen as essential to ensure governability and budgetary planning for the next cycle.
