Agenda targets highways, railways and ports to boost new investments

The federal government projects a portfolio of R$ 230 billion in infrastructure concessions for the coming years. The Ministry of Transport expects auctions for eleven highways and eight railways by 2027 which totals R$ 214 billion. The port sector complements this amount with 17 projects under study by Antaq that add up to R$ 16 billion.

Experts point to significant challenges in making these works viable especially in the railway segment. Railway projects require high initial capital and a long maturation period before generating revenue. The scarcity of public funds to subsidize these ventures creates uncertainty regarding the full execution of the portfolio.

The energy transmission sector is also moving the market with recent auctions on the B3 exchange. Even during times of financial volatility transmission projects attract investors due to the stability of revenues adjusted for inflation. Large international groups with a focus on Spanish capital led the latest wins in the auctioned lots.

Pressure from high interest rates impacts the returns expected by investors in long-term projects. Industry executives note that the need for future financing requires rigorous cost of capital assumptions. Economic viability depends on the normalization of credit conditions to sustain project margins.
