The Pretty Good Policy group for Zcash has submitted a filing to the SEC regarding new disclosure rules for crypto asset issuers. The entity requests that the agency allow for the verification of fundraising efforts without requiring the exposure of wallet activities unrelated to the business.

The core debate centers on the transparency required for token offerings. The group argues that proving compliance for a specific transaction should not force an issuer to reveal the complete financial history of their wallets. The goal is to focus only on information that is materially relevant to investors.

SEC Chair Paul Atkins has previously mentioned the use of zero-knowledge proofs and selective wallet designs. These tools would allow for the demonstration of regulatory compliance without the full surrender of private data. The group is now seeking to have this approach explicitly included in the final text of the rule.

The current SEC proposal, issued in August, provides exemptions for offerings of up to 5 million dollars over four years. It also contemplates a 75 million dollar limit over 12 months for fundraising. The rules require details regarding token economics, allocations, and conflicts of interest.

Greater regulatory clarity on data privacy in public ledgers could reduce legal uncertainty for projects that utilize anonymity technologies. This directly impacts compliance risk and the perception of institutional security within the digital asset ecosystem.
